為推動對省委十二屆七次全會關(guan)于文旅(lv)融(rong)合決策部署的相關(guan)建言獻策工作,在省旅(lv)投(tou)集(ji)團領導班子指導下,集(ji)團戰(zhan)略發展(zhan)部承(cheng)擔(dan)了新型智庫課題(ti)《豐富文旅(lv)產(chan)品供給打造四川文旅(lv)品牌研(yan)究(jiu)》。課題(ti)組深入開展(zhan)調查研(yan)究(jiu),組織多輪專家論證,精心撰寫完成(cheng)研(yan)究(jiu)報告,并通(tong)過答(da)辯順利結(jie)題(ti)。近(jin)日,該課題(ti)報告獲評優秀。
課(ke)題組從四(si)川文(wen)旅產業(ye)產品(pin)及品(pin)牌(pai)2個維度出(chu)發(fa),圍繞(rao)我省(sheng)文(wen)旅產品(pin)與品(pin)牌(pai)發(fa)展現狀(zhuang),深入(ru)剖析(xi)存在問題,借鑒國內外先進經(jing)驗做法,提出(chu)相關對策建議。
文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品是文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)品牌的核(he)心支撐(cheng),文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)品牌則是文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品的價值延伸,二(er)者相(xiang)輔相(xiang)成、互為支撐(cheng)。當(dang)前(qian),全(quan)球(qiu)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)行業正經歷一場由數字(zi)技術和消費代際更迭(die)共同驅動的深刻變革,四川作為文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)資源大省(sheng)(sheng),豐(feng)富文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品供給,打(da)造具有(you)(you)全(quan)球(qiu)競爭(zheng)力(li)的文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)品牌,既是構(gou)建“世界重要(yao)旅(lv)(lv)(lv)(lv)游目的地(di)”的戰略需要(yao),更是推(tui)動文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)業轉型(xing)(xing)升級的現實需求。課題(ti)組認為,當(dang)前(qian)我(wo)省(sheng)(sheng)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品種類(lei)豐(feng)富多樣、“科(ke)創(chuang)+文(wen)(wen)(wen)創(chuang)”推(tui)動新型(xing)(xing)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品涌現、區域旅(lv)(lv)(lv)(lv)游產(chan)品百花齊放、“安逸四川”品牌形(xing)象深入(ru)人心。但同時,我(wo)省(sheng)(sheng)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)業仍然存在文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品供需錯配、文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品同質化突(tu)出(chu)、文(wen)(wen)(wen)化內涵挖掘不(bu)充(chong)分、文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品科(ke)技賦能不(bu)足(zu)、文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產(chan)品布(bu)局(ju)呈現“點(dian)強線(xian)弱(ruo)”特征(zheng)、品牌形(xing)象持續性欠缺、傳播效能有(you)(you)待(dai)提升等(deng)問題(ti)。
課(ke)題組特此研究對比(bi)了法國、日本、浙江、云(yun)南的文(wen)旅(lv)(lv)(lv)(lv)融合(he)發(fa)展(zhan)思(si)路(lu),對四(si)(si)(si)川文(wen)旅(lv)(lv)(lv)(lv)產(chan)業(ye)提出(chu)建議如下:一是(shi)(shi)以(yi)主客共享為(wei)(wei)理念,推(tui)(tui)動(dong)“文(wen)旅(lv)(lv)(lv)(lv)+百(bai)(bai)業(ye)”“百(bai)(bai)業(ye)+文(wen)旅(lv)(lv)(lv)(lv)”融合(he),拓展(zhan)彰顯“煙火(huo)氣”的文(wen)旅(lv)(lv)(lv)(lv)產(chan)品(pin);二是(shi)(shi)鼓勵(li)和支(zhi)(zhi)持(chi)文(wen)旅(lv)(lv)(lv)(lv)企業(ye)創新(xin)夜間文(wen)旅(lv)(lv)(lv)(lv)產(chan)品(pin),利用旅(lv)(lv)(lv)(lv)游(you)(you)景(jing)區和歷(li)史(shi)文(wen)化(hua)(hua)街區打造夜游(you)(you)項(xiang)目;三是(shi)(shi)依托天府(fu)旅(lv)(lv)(lv)(lv)游(you)(you)名縣(xian),規劃打造一批與(yu)游(you)(you)客個性化(hua)(hua)需求融合(he)、體現四(si)(si)(si)川文(wen)化(hua)(hua)底蘊與(yu)地域特色、小而美的縣(xian)域旅(lv)(lv)(lv)(lv)游(you)(you);四(si)(si)(si)是(shi)(shi)傳承與(yu)創新(xin)四(si)(si)(si)川美食;五(wu)是(shi)(shi)大力支(zhi)(zhi)持(chi)發(fa)展(zhan)特色旅(lv)(lv)(lv)(lv)游(you)(you)住宿產(chan)品(pin),開(kai)展(zhan)“旅(lv)(lv)(lv)(lv)游(you)(you)住宿業(ye)+”推(tui)(tui)廣活(huo)動(dong);六是(shi)(shi)開(kai)發(fa)具有“國際(ji)范(fan)”的入境旅(lv)(lv)(lv)(lv)游(you)(you)產(chan)品(pin);七是(shi)(shi)重點培育大熊貓(mao)(mao)生態旅(lv)(lv)(lv)(lv)游(you)(you)風(feng)(feng)景(jing)道、藏羌彝文(wen)化(hua)(hua)旅(lv)(lv)(lv)(lv)游(you)(you)風(feng)(feng)景(jing)道、國道318/317中國最(zui)美景(jing)觀大道、蜀(shu)道三國文(wen)化(hua)(hua)旅(lv)(lv)(lv)(lv)游(you)(you)風(feng)(feng)景(jing)道等7條世界(jie)級旅(lv)(lv)(lv)(lv)游(you)(you)風(feng)(feng)景(jing)道,實(shi)現“以(yi)點帶線,以(yi)線成面(mian)”,全(quan)面(mian)展(zhan)示四(si)(si)(si)川最(zui)具吸引力的歷(li)史(shi)遺跡、山水資源、田園風(feng)(feng)光、人文(wen)風(feng)(feng)情;八是(shi)(shi)實(shi)施文(wen)旅(lv)(lv)(lv)(lv)品(pin)牌(pai)支(zhi)(zhi)撐體系完善行動(dong)。以(yi)“天府(fu)之國”“熊貓(mao)(mao)家園”“古蜀(shu)文(wen)明(ming)”等品(pin)牌(pai)為(wei)(wei)依托,持(chi)續推(tui)(tui)動(dong)品(pin)牌(pai)內容的迭代更新(xin)和優化(hua)(hua)升(sheng)級;九(jiu)是(shi)(shi)強化(hua)(hua)資金支(zhi)(zhi)持(chi)。設立專項(xiang)基金,支(zhi)(zhi)持(chi)文(wen)旅(lv)(lv)(lv)(lv)產(chan)業(ye)發(fa)展(zhan)創新(xin);十是(shi)(shi)重點培育高能級市(shi)場主體等。
